National Collaborative Outreach Programme
Message from NCOP
As you know, the National Collaborative Outreach Programme (NCOP) is a national network of local partnerships funded by the Office for Students. Established in January 2017 it provides targeted higher education outreach to young people in Years 9 to 13 in specific areas across England where higher education participation is lower than might be expected given the local GCSE results.
We are pleased to let you know that we have today launched ‘National Collaborative Outreach Programme: The first year’, which illustrates the work of NCOP consortia across England in 2017. The report can be found here: https://www.officeforstudents.org.uk/publications/
Key achievements of the first year include:
- 52,900 young people involved in NCOP outreach programmes across England in 2017
- Worked with 1,234 schools across England in 2017 and many further education colleges
- Will reach almost 115,000 young people in 2018
An independent programme evaluation report by CFE Research found that: ‘Collaboration across a range of partners helps to enhance expertise, generate fresh ideas and ensure a varied offer of experiences and opportunities for learners.’
A mid-programme review is currently underway to consider the approach to the second phase of the programme. A survey will be released in the Summer and we actively encourage NCOP stakeholders to contribute their views.

The Year One report precedes an NCOP week of action (4 – 8 June 2018) that will shine a spotlight on outreach activities going on across England with NCOP consortia holding events and activities to showcase their work.
